Presentation Abstract:

This presentation will cover the evolution of the illegal marijuana market in Deschutes County as well as the trends that are being seen in other parts of the US. Oregon legalized recreational marijuana in 2016. Two years later the Criminal Justice Commission in Oregon began offering grant funding when evidence the illegal marijuana market was becoming a significant issue throughout Oregon. Deschutes County was one of the first grant recipients and has benefited from the funding for personnel, equipment, supplies and training. The management analyst position was created to offer assistance to the detectives for these cases.

As the first analyst for the Deschutes County Sheriff, the duties and responsibilities were created on the fly. The job description on the actual job posting does not match most of what I do. Examples of duties include: OSINT work, target profiles, location profiles, coordination with other government agencies, public outreach, management of the grant reporting and funding, financial analysis, marijuana evidence tracking/destruction and field work. Field work mainly consists of attending search warrants where I am responsible for securing marijuana samples, testing samples for THC, cutting down plants, help with evidence, etc.

I will also be discussing lessons learned and the challenges we face with working this type of crime. Hopefully some of the information can prepare your agencies for the some of the issues we have experienced. We are finally seeing some progress and we hope to continue to reduce this problem in our county as well as the whole state.
